Rebuild materialized projection rows for one enabled projection entity definition.

Reconciles projection rows with the source entities: creates missing rows, refreshes stale values, and removes duplicates. The caller must retain definition-management authority, unconditional View and ReadArchive over every row, plus the exact projection Create, Update, Delete, CreateWrite, and Write permissions required by each batch. Safe to run repeatedly.
