Granting entitlements

Granting an entitlement issues a concrete right from a model and plan. The user selects the beneficiary, covered resources, dates, limits, and other required terms according to the configured program.

After the grant, the entitlement becomes part of the governed record of coverage, usage, renewal, and history.
